I've seen hints of this in Gentoo Stage 1 installs. Use existing tools
to build Gentoo versions of the tools. Then use the Gentoo version of
the tools to re-build the Gentoo version of the tools. Then do an empty
tree rebuild of everything using the Gentoo version of the tools.
