Sieve[0] is what I've seen suggested a bit. I've skimmed over the docs
some, but haven't invested the time in figuring out how much effort
would be involved in replacing procmail with it, at first glance, it
does not seem to be a drop-in replacement.

Thanks for the answer. This looks medium complicated.
It's starting to feel like I could do this myself in my favorite
programming language (gawk) simply by writing a library to parse
the headers and then writing awk code to check things and send emails
to the right place.
If I didn't already have more side projects than I can curently handle ...
