You might want to see if all copies of uucp on your many systems were
compiled from the same source. In case of Debian, package maintainers
sometimes add a bit from themselves, from what I have gathered.
And BTW, looking how they did it on systems where things worked might
give you a clue, too. For example, when you install a package, there
might be a script setting thing up in a correct way.
