For a long time DEC had "VMS POSIX" product. I don't know much
more about it, other than that it existed and was what you
describe, more or less.
IIRC VMS POSIX was what motivated the product name change from VMS to OpenVMS. I thought the name change was an expensive and stupid idea at the time. I still do.
