AIX 3 still shipped with a compiler (see, for instance the N40 media

bothered to see if it was separately licensed or not (there is no
key/drm).

The N40 CD media may have included the compiler, but it also included a lot of other unbundled software features (e.g. AIXwindows, fax support, LocalTalk, WABI), so I don’t think this should be the benchmark. I’ve personally catalogged many sets of AIX 3 install tapes with only the various language runtime(s), and no compiler present. The tapes were generated for each customer and included only the features that were ordered.
